As Vice Chair and President of Microsoft, Brad Smith laid out how the company will spend this hefty sum in a recent blog post, and how over half of the allocation will be spent on projects within the United States. According to Microsoft, this move is a part of the company’s efforts to strengthen its AI infrastructure bastion, where the foundation of its sophisticated AI models and cloud-powered apps reside.
 
“I think the United States leads the global AI race today because of private capital investments and these groundbreaking innovations,” Smith pointed out. “Jumping in front” of America’s competitors on its path to becoming a leader in all of AI, he said, requires the nation’s continued investment in infrastructure expansion.
 
Microsoft’s Role in the AI Boom
 
Microsoft’s choice to partner with OpenAI has positioned it towards the vanguard of the AI revolution. Since the launch of OpenAI’s ChatGPT in 2022, the demand for AI-powered solutions has exploded across industries; companies now seek to offer generative AI capabilities as part of their products.
 
Microsoft is OpenAI’s most prominent backer, spending over $13 billion on the AI leader. Already there’s been fruit for the collaboration. Namely, Microsoft has been able to put OpenAI’s models into Microsoft products such as Windows, Teams, and Azure. Of that, 12 percentage points were from AI services for Microsoft’s Azure and other cloud services, which grew by 33 percent in fiscal Q1 2025 alone.
 
Why Data Centers Powered by AI Matter
 
To run AI requires a tremendous amount of computing power, necessitating specialized data centers. But these facilities are what connect thousands of advanced chips in clusters, accelerating processing and speeding up AI model training.
 
Scheduled data centers from Microsoft will feature cutting-edge hardware, utilizing Nvidia GPUs and infrastructure from top players such as Dell Technologies. Microsoft is also striking deals to secure sustainable energy sources, including reopening a nuclear reactor at the Three Mile Island plant in Pennsylvania.
 
The Global AI Race Crises
 
Despite the U.S.’s current head start in the global AI race, competition is heating up. In offering subsidized access to advanced chips and local AI data centers, China showed that it is going ahead to further its efforts with developing nations, Smith noted.
 
U.S. policymakers, urged Smith, should create an environment encouraging private sector innovation, particularly regarding American AI technologies that should be promoted abroad. He wrote: ‘The best response is to make sure we win the race ahead by acting quickly and effectively.’
